Does hard mode change vehicle spawn location? Missing Pacific p16.

So, I started my second hard mode save (with one mode installed: Real Life Mod & Bug Fix for Phase 7 for SnowRunner).
Like in previous save the Pacific p16 didn't spawn in Drummond Island and the same was for Chevrolet ck1500 in Smithville Dam (instead it doubled my chevrolet ck1500 with the same addons). Is there some kind of fix, or do I need to cheat and give myself extra cash to buy those trucks?

I play in hardmode at the moment and the p16 was there.
i suppose your mods do crossfire.
