One watch tower doesn't reveal black?

I have one watch tower in Quarry in the Russian area that will not do anything when I drive into it. I even click to do the cinematic thing and it doesn't help. The tower is like glitched out and wont reveal the dark black area and what sucks is some of it is in the ocean or else i would just drive and manually reveal it. Has this happened to anyone else before?

Im pretty sure there is an upgrade in the area too which even though I drove to it (Using an online guide) i found the broken car with the upgrade painted on the roof but couldn't find the green area around it. I have never been to this area before so I have not collected it. It is like this tower and everything inside of it's circle is glitched out.

I am running no mods. I dont know how to upload a screenshot to show it.

Is it the bottom left or right tower? There is one upgrade there, which is for the Don 71. It's the tuned custom suspension. Check if you already have that. Maybe you played online once and somebody collected the upgrade there. If you have it, all good.

The tower... Well that one is weird. Can't really tell you something about it.

It is the bottom left for the don 71 upgrade. there is a drowned vehicle there by the ocean it won't let me do anything with either. it is like literally everything within that tower's radious it would reveal is glitched out

So far I have 2 Service Trailers that always show up as still not found. Although I brought them back to a trailer store, I couldn't sell them because apparently they are still needed to complete one or more tasks. The weird thing about it is both areas where I have them are 100% finished. The first in is White Valley Alaska and the other is in the Quarry region in Taymyr. Usually when I finish a grouping of areas I like to go around and pick-up all the trailers and cash them in for the extra $$$. No big deal if I have to abandon them. Who knows if I'll ever go back for work in those areas and I actually need them to complete a mission...
