After you select "control evacuator" press shift to use the ramp. It also took me a while to understand
Shift-Q = lower
Shift-E = raise
Shift-W = extend
Shift-S = retract
I had decided to pick up a wrecked / drowned truck. So I positioned the ramp toward the truck, lowered and extended the ramp, hitched the winch between the ramp and nearest truck point, and hauled it onto the ramp. Then, I raised the ramp enough to keep the truck in place. Since there seems to be no way to clamp or chain the vehicle on the towing bed, I had to keep the winch connected until I got to my destination. Yes, I had to do this procedure 2-3 times to get to my garage with the towed vehicle, as it would slide off.
