COOP Multiplayer Wont Start - Need to unlock garage before proceeding to multiplayer

We have a garage unlocked in Michigan and in a mod map. We did the Alaska thing and it will not let us create / start or let me join a multiplayer game. My son erased his first games and had to start over and we have had that problem ever since. Do I need to unistall the game / reinstall and start over?

everyone has unlocked the garage in their own single player Game?

Yes everyone has their garage unlocked. It's me and my son playing, COOP was working fine until he deleted his original Michigan map. He started a new one and unlocked the garage and now COOP doesn't work.
