72/780 is enough to start engine and drive this truck. First, you need accept a contact and tow it. After this contact, you can use it.

Bozzel, gop to the main menu and start a new game. Play the tutorial to the point where you reach the garage with GMC. Attach the service trailer that is parked there, drive next to the damaged Fleetstar, and repair it using the functions (V) menu.

You need to do the same thing with the CAT.

Keep in mind that some vehicles (mostly scouts) have repair parts on their roof racks or pickup beds.
When Linux says you can start the engine and drive the truck, you can't drive it till you complete the contract where you repair it and take it to the sawmill.
You can however start the engine while you're towing it so it's pulling it's own weight. (perhaps that's what he meant)
If you're driving a truck that can tow medium trailers, there's 2 trailer stores on that map. You can either buy a service trailer which is 1500 repair points, or a maintenance trailer which is only about 400 repair points, but also has 2000 fuel.
Another option is to use the service van frame add on which is the same 1500 repair points without the bother of a trailer.
It's been a while, but I thought it needed to be fully repaired and fully fueled to complete the mission. If that's the case, I'd put a fuel trailer at the sawmill. It's a nice central location for one.

Once you recover the Caterpillar, it's sort of limited usefulness. It can only use 3 frame add ons, (fuel, containers, or med logs) and can't tow trailers. It's got large tires, but it's nose overhangs the front tires a lot so it has trouble with hills. The articulated steering can be hard to get used to as well.
It is worth a fair bit to sell though.

If you equip them that way in the garage.

It's unstoppable in deep snow on any map, and it can actually score gold times in the Mountain River and White Valley contests.
Slap a fuel tank on it and use it as a tow truck.

"AND FULLY FUELED" - This is the info I needed. I repaired that thing and drug it to the sawmill but it wasn't showing as a completed task and I couldn't drive it. Once I refueled it I got the happy music and the vehicle.

Thanks, @Bubba Fett!
