Just on a sidenote here: That's not how it works, at all. If anything, then data is scattered all all over an HDD. If I follow your thoughts you also forgot, that the radius increases to the outside and there's more data stored, but as I said, it doesn't work like you think it does.
I've made an exception in my firewall, and VPN (Surfshark) for Snowrunner and also disabled my VPN with the same results.
Once the game is running I can load between the zones within seconds and it plays perfectly. BUT... if I Alt & Tab to check a YouTube video etc and go back to the game it's not responding again for about 30-40 seconds and then it's playing fine again. I've verified my game files, checked for fragmentation and installed the latest nvidia drivers. Windows 10 is also fully updated.
I can't be the only one :sadface:
Considering this thread is from over a year ago, I'm pretty sure they no longer care, and/or have figured it out by now.
