You'll have to switch to a different network settings on your side, if possible. If this doesn't work, you'll have to check with your ISP.
The two following ports have to be open:
TCP: 11700-11710
UDP: 48800-49000
To do so, please do the following:
Search for Windows Defender Firewall with Advanced Security
Open Inbound Rules and click on "New Rule..." on right side of the window.
Make rule SR1: Port > TCP > Specific local ports 11700-11710 > Allow the connection
Make rule SR2: Port > UDP > Specific local ports 48800-49000 > Allow the connection
Open Outbound Rules and do the previous two steps with opening ports

You posted these ports a few times now if I remember correctly. Doesn't the Steam version have more ports? That's at least what I can find online.

The NAT detection in the game is currently faulty. If the port forwardings don't work and the game is not blocked by your firewall, then there is nothing you can do about it. It is not a problem with the ISP, it's just the detection that screws up.
I had to use a VPN (testet phantom vpn ... was bad....ended with Nord VPN-> works great-> 2 years Nord VPN for now )
So if your NAT is strict or your connection has problems with some protocols etc and you can't fix it on your side (because it's a problem at your provider like in my case) you have to make a choice :
change your provider to another one and hope it's working
use a VPN like I do and have no problems to connect ever again with any program
(if it's not possible in 1st try i simply switch vpn protocole)
I can just speak for myself .... Nord VPN is great if you're willing to spend the money for it ....
In my case totally worth it
You can use another VPN provider .... but I can't say much about the others .... surfshark is another provider with mostly good ratings.... but there are some other good vpn services with good servers out there ....
Just try it out ... most of them have a cash back if you're not satisfied with their product
The reason it is not a bug, is that the fix isn't found in the game, but rather somewhere else.
That being a router setup done wrong, a firewall issue or an ISP issue.
The game works perfectly, provided everything else is working correctly.
I am pretty certain that it might just be a problem with how the game tries to determine the NAT-type. This would be easily diagnosable if the game allowed us to turn off said check and see if we can get Multiplayer running. If the issue stems from where I think it does, then disabling the NAT-type check (maybe with a run-option at gamestart) would allow alot of people to play until the check has been reworked to return reliable information about the network-setup.
