The slot amount is color coded. I think the Don region is missing in this sheet - it's a bit dated, but it does the trick.
To your second question: It tells you on screen, what you got access to, but it's not there very long. Usually you can get access to various things: Garages, trailer stores, loading points for cargo, access to the next map. I don't really remember what it was in Michigan, this is quite some time ago. I am sure somebody else around here will exactly know what it was in Michigan.

I don't know if it's up to date or not but https://www.maprunner.info/cargo says oversized is at Alaska, Taymyr and Amur, and shows exactly where. Caution: spoilers!
Actually you get some oversized in Michigan too, after you completed those oil drilling thingies. I'll watch out for that location next time. Got one right now.
The "access to location" is for the oil drilling site at the dam. You can then get oil and fuel from it, if I remember correctly
