Even if you were right, then again, how does that make ANY realistic sense? Driving slicks in the rain? This does not happen in the WRC. Like, you don't have to defend this game's honor as if your life depended on it. Not unless you're on their payroll. No product is worth that...
From the FIA website:
"Junior WRC crews who can choose from an allocation of 18 Pirelli RA5 (hard), ten Pirelli RA7+ (soft) and eight Pirelli RWB (full wet)."

Yes, very true. The Game call itself a Sim. Wet tires are the Standard Equipment from every Rallycar and LOL in this "Simualtion" you must unlock them.
In WRC 11 we must maybe even unlock the brakes or the Light trough the Skill Tree.^^
Yes, I think that's ridiculous too. You could just as well block the gasoline, the lights, or the brakes via the skill tree.
The game claims to be a simulation, but you have to unlock rain tires first. Rain tires are part of the standard equipment of a rally car.
I wonder who made this design decision. I wonder how someone can come up with such an idea. I can only shake my head.
Stop giving EA ideas for when they get the license.
What you mean with that?
