3. REP means repair speed. The higher the number the less time is needed to repair a specific component.
4. REL means reliability. Every event costs a bit of reliability (orange bar above a car symbol). So after some events you have to do a maintance event. High numbers at REL reduces that cost. It's the same with other crew members. The numbers represent the skill level the crew member currently has.
5. They do take effect when another crew member has this personality. So your dedicatet meteorologist increases your mechanics repair speed and your cooperative financial advicer reduces skills of everyone else so you should use the other one from your reserve.

I see no deeper sense in unlock all Jobs with a Skill Max of 90. Do i miss anything, do i get more slots for active members?
Do i get the Benefits i unlocked trough skills, even if this Crew member is not in my active Roster?
Does the skill where you improve the relationship with the manufacturer make sense in private team mode? I buy the cars and don't drive for the manufacturers.
