Anyone face a bug where you can't talk to NPC/turn in missions?

I'm playing on PS5 and I had the mission where you can turn in the dice to Lisbette as well as the one where you confront Little Joe. I had completed all the things I need to do to speak to these people but when I walked up to them I was unable to talk to them and literally couldn't complete the missions and had to just leave to Threedom with no resolution. Even after going to the menu and reloading. I'm pretty pissed about it because I don't think I can go back and complete those missions! Super annoyed by this. Anyone else dealing with it?

ive been running into the issue (first noticed it when talking to the one npc in Upside Down Town) where talking to someone and then trying to tlak to them again or to anyone else results in you gettin the "unable to talk" (chat bubble with red line through it) to pop up on everyone and you are unable to really do anything without exiting back to main menu and then loading back in (sure hope you had hit an autosave point prior to the bug happening *sigh*) to clear the glitch. It resulted in me wasting a bunch of time in Upside Down Town as i had chatted with a few npc's and whatnot but half of that wasnt saved (finding the storybook page apparently was) so when i had to reload i had to redo it all...to then get the same bug with the same NPC so i basically just didnt speak to him (the one blocking the ladder down to the next area you get access to after helping Royam with his rhymes).

For little Joe, I went to the area with the sidequest and killed the robots, but Joe just wasn't there. Just a floating yellow ?.

I tried restarting the game, and Joe's there now, but since I killed the robots already, he won't talk to me. Playing on PC.

Happened to me in Fivetropolis, damn annoying. Also the quests were all showing up as completed in the map, while they actually weren't.
