What is this "Abductor Anomaly" I need to scan?

It is something that flies around in the sky with a magnet trying to get you or your car. They usually have either a red or green glow underneath them too.
And to get them to stay still for a scan I heard throwing roadflares in their direction helps.

Just scan literally everything you see. If you look at it and the two checkboxes for the log entry and photo are blank, scan it.
