Report a translation problem
First try the geforce experience automatic optimization and make sure your drivers are up to date. It should absolutely run at 60fps and 4k. If it doesn't I would check for any other reasons for poor FPS but I don't think your GPU is the cause by a long shot.
Are you getting the same on DX11 and DX12 versions?
it might be a native issue with 1440p.
I tried without DLSS but I found the framerate fluctuated a lot. Then again I haven't really messed around a massive lot with the settings but I'm sure there's a sweet spot where you don't need DLSS, that'd be ideal for me. I mean it's a game where 80% of the time you can only see through your headlights, but the bare ass featureless geometry is distracting when you pay attention.
Honestly set dlss to auto, for whatever reason setting dlss to ultra high preponderance bla bla bla. has the effect of having a lot of frame fluctuation and stutters. However just setting it to auto fixes it.
