I was really looking forward to driving around while rocking out to some Rush and Devin Townsend.
Wait - you can do that? I mean the m3u playlist?
I'm guessing either the game itself doesn't support whatever streaming format Spotify is in, or its an authentication issue, or it just doesn't support pulling in external streams.
I'm going to try it but instead of a streaming service like Spotify I'll reference a couple of live internet radio streams in an m3u and see what happens. It could be that it's sandboxed, or only supports certain formats, but if it works I Wonder if I can find some stations from the Olympic Peninsular.
(Edit) I should have just read the autumn update release notes:
Songs are loaded from %localappdata%/PenDriverPro/Custom/Radio/ folder, and this feature supports .wav, .mp3, and .ogg files, as well as simple .m3u/.m3u8 files.
Playlist files may point to an external internet radio stream as well (if the stream type is supported).

i used one of these ages ago and it worked great for getting my music into GTAV
Either: streams not in a format supported by the game
Or: because I've recently switched back to Linux and am running Pacific Drive under Proton, there might be something up with that, but otherwise the game is working perfectly so I'm not up for devoting too much more time to the m3u radio mystery at the moment.
For me if I turn off the jukebox in the garage it stays off, I don't remember it being back on when returning from a run. Same with the car unless you've picked up a quirk (part of the game) - if you think about it when you turn the radio off in the car - if thats your issue - does it turn back on when something happens? when you turn on the lights, start the engine, put it in park or drive, open a door? then its time to think "have I picked up a quirk?"and try the Tinker Station in the garage.
You need KLIM for that - its one reason to collect more stable/unstable/corrupted energy more than you need to return home and do upgrades (risk & reward and all that) but you can also set in game prefs for infinite tinker station guesses, turn down/off quirks (although some are good), and of course alter the sound settings overall.

oh and of course some things that hit the car can also mess up the electrics - broken bunny, left-right, quivering wreck, shocked tourist to name but a few - these can turn on the radio but you'll know if you've encountered one.
