Not totally sure, but fairly sure.
That one exception is the "Barely Plugged" condition, although there is either a typo or a bug in how it works. The description says that pulling an Anchor will immediately cause the storm to appear ("instability to collapse"), but in my experience that is not the case.
It probably speeds up the timer, but that is also hard to verify without an actual means of looking at the timer.
I assumed it wasn't, but I am not certain I've confirmed that.
The only thing that will cause an instability storm in Perpetual Stability is opening gateways, either through manually triggering them yourself or in certain storyline missions that will automatically trigger a gateway when completed.
Using Perpetual Stability junctions to farm anchors for energy is a highly-recommended strategy for that exact reason, especially in OE/IW.
