Stable Anchors
When you have to travel through a zone to get to another area, does taking the stable anchors from the zone you're travelling through cause the yellow storm (the closing yellow circle with the alarm) to happen sooner at the zone you arrive at? To be clear I am not talking about when you open the portal or the yellow circle the moves around.

I am fairly sure the instability storm is independent in each junction, so no, it's fine and good to harvest the anchors at intermediate stops.

Not totally sure, but fairly sure.
I haven't witnessed any connection, I have entered a junction and almost instantly gotten the storm and zone collapse with no anchors to loot.

With one exception (that I am aware of), the storm timer is independent of collecting anchors.

That one exception is the "Barely Plugged" condition, although there is either a typo or a bug in how it works. The description says that pulling an Anchor will immediately cause the storm to appear ("instability to collapse"), but in my experience that is not the case.

It probably speeds up the timer, but that is also hard to verify without an actual means of looking at the timer.

How sure are you that perpetual stability stays perpetual after you pick up anchors?

I assumed it wasn't, but I am not certain I've confirmed that.
Just earlier I was headed through a junction and the storm hit and the stability collapsed before I got anywhere near an anchor, I had been in the area maybe 2 minutes. I just turned and ran to the exit because the storm was coming from the direction the anchor was in.

All I can say is: trust me, I've been through a LOT of runs, completed the main story campaign twice on default difficulty, and I'm well into triple-digit hours trying to finish Iron Wagon (against my better judgment).

The only thing that will cause an instability storm in Perpetual Stability is opening gateways, either through manually triggering them yourself or in certain storyline missions that will automatically trigger a gateway when completed.

Using Perpetual Stability junctions to farm anchors for energy is a highly-recommended strategy for that exact reason, especially in OE/IW.
