Sometimes the wheel breaks instead of the tire. Mimicking shock and tie rod damage. Also you can damage the engine and require this to fix it.
OTOH if you are worried about space, you can throw a stack of duct tape in your cargo, doesn't even have to be a full one, and have a common supply for mechanic kits (which need metal and plastic as well), sealing kits (plus rubber and glass) and first aid kits (add fabric).
Repair Putty aside, 2nd most used repair item, at least for me, is Sealing Kit. Fixes flat tires, fuel tank leakages, battery issues, cracked windows, storage add-ons (e.g Full of Holes). But what i haven't get to use at all, is Light Replacement Kit. And i'm already almost at the end (final mission still to do).
I've used the Light Replacement Kit to fix some Quirks. Usually when lights were involved somehow. I also think that kit is used to fix shorted out lights.
The mechanic's kit is used to fix mechanical damage to your car's tires, engine and other auxiliary components you may have attached that can take damage or be disabled in some way.
Use them when your heads-up scanner prescribes them and they should clear the debilitating condition right up.
You'll also want to keep some of them handy in your shop as they are often prescribed as the solution for annoying quirks that your car can sometimes develop throughout the game.
