Tourist gave me stable energy?

Not sure if its a bug, but when I was fixing up my car a loud noise came out of nowhere and there was some radiation. At first I thought it was the green stuff (forgot name) and was about to leave when there was a stable energy core sitting next to me while a tourist stood next to it. I was nowhere near one of those thing and a tourist just gave me one. When I put it in the Arc Device it counted toward my total energy. Does anyone know if this is a bug or a feature?

99% sure it's a feature, like the friendly dumpster, tourists have the chance to straight up gift you with really neat items, not entirely sure if it's random or dependent on the amount of tourists you've hit but it's not a bug.

They definitly give gifts sometimes, literally just watched one dump a bunch of scrap metal on me, was pretty funny

Yup, there's two types of tourists I've noticed so far. The ones that have normal poses, and the ones that look like they're trying out for a horror movie. The first don't bother you, or will (rarely) drop stuff for you. The second is the type that tries to trap your car.
