Junction re-stabilizer upgrade does what?
Prompt says: This device will allow you to use a Scanner Charge to send a modified signal to a Junction, scrambling it. How to use it and why to use it?

Lets you reroll a junction. Hold R on it and you can get rid of that big orange unstable cloud at destinations, or reroll away an annoying modifier you dont like.

What I found (so far) is that it doesn't reroll modifiers (tried twice, still heavy fog), but it does reroll route analysis, time & avaliable KLIM for harvest as far as I can tell

It does reroll modifiers, but some locations have fixed ones, like the foggy area close to the garage (lots of clouds drawn on the map around it), the midnight forest to the west, or the warrens area next to sierra to the north.

Ah, that explains it, I chose the one with heavy fog near the garage by pure chance lol

Are you using it on the route planning map in the garage? Because I unlocked it, installed it, have three scanner charges at the ready, and holding R on a junction does nothing. No scanner charge consumed and nothing happens.

You are best to use the scrambler on junctions along the route that are in the orange fast storm modifier so that you have time to harvest the resources from it and have less issue along the way.

Once you plan the route you then see if there is one along the way that you may need to go through then you can use the scrambler on it.

Correct it uses the charges you have on the map scanner so you want to upgrade the antenna to have more charges available to you as well.

So in other words I have to set a destination first? Then it will let me re-roll? And I can only re-roll that specific junction that I've set as my destination?

Yes and you should be able to reroll any junction on the way as well. E.g if you scan junction that is 3 drives away, junctions between destination and garage are also automatically scanned. So, you can reroll any scanned junction.
