Arc Device will not take Anchor (potential spoilers)

Ran into either a rather frustrating bug or some straight up JANK. When I tried using a second anchor the arc device would not accept it. I tried using both a mouse and a controller (I spent enough time messing with it to try different devices). I know you have to hold the mouse button down or the RT until it connects the anchor. However it would not do this no matter which device (mouse or controller I tried), after the car was flipped 3 times and took about 50% dmg along with ~60ish % health to my character, I drove away and parked it on the road, about 10 - 15ish yards from the anchor device. Then ran back and got the anchor and WALAA wouldn't you know it, the arc device accepted the anchor instantly. Its like my car and myself had to be damaged enough before the game would allow you to connect it. I am not sure its distance from the device since a bunny grabbed it and dragged it about 30ish yards from it, the 7th or 8th time I tried to connect the anchor. Its really like I had to have alot of damage before the device would let the anchor get installed.

Is there some bug that some anchors do not connect to the arc device if you are to close to the spot you got the anchor from or in the general area? On a side note, this was the second anchor I used, the first one I was able to quickly grab as I parked the car so the arc device was next to it and used before the ground could come up or I could take any damage at all. As silly as it sounds, it was really like I had to have X amount of damage before I could continue on with this area.
