1. You've exited from that location before via gateway (this is what opens up the routes for next time)
2. There is actually a connecting road leading away into the next junction
3. That next junction is either ALSO explored and has a road out (meaning it meets points 1 and 2 above), OR can currently be exited via gateway.
#3 is probably the one that's causing you confusion. Basically the game won't let you go down a route that only has dead ends, because you'd be unable to get out safely. Only routes that end with a possible gateway escape (the blue number) can be destinations. If an entire branch of roads has no gateway, you won't be able to go down them.
So to sum this up so I understand it, if it's my first time through a junction, I MUST exit via the gateway, because of the game not wanting to allow me to head into Dead End junctions since you wouldn't know it's a dead end when you're out in the field?
Essentially I'm just wondering if I have to explore junctions one at a time, or if I can map more in one sweep, assuming I don't bite it in the process. Not that big a deal, really, given that I'm pretty sure I've almost fully mapped out the outer zone already.
