Stay you are driving and you turn your wheel, but the car doesn't turn and just goes straight. You barely see it budge to the side you are turning too. You say it may be intended?
Don't have experience with steering wheel quirks. So its just as likely to be it, as it is to be whoever you were watching actually pushing the turning all the way. Heard that currently a wheel is not supported for the game as well. Without more information from whoever your source is or direct demonstration its really hard to say anything on the matter and drawing conclusions from my post would be a bit foolish.
Quirks are semi random effects your car develops. They're only triggered by something else. So in this case the structure might be 'Car - Goes Fast > Steering Wheel - Wobbles' or something like that, theres no specific quirk that would indicate this behavior, so either it is indeed a bug, a control conflict/problem, or quirks related to the steering wheel are more detrimental than strange only.
Majority of quirks are just small little effects, the first one I had would open the hood anytime I went in reverse, it didn't really do anything bad, because the hood closed after I stopped going in reverse, but it was there.
This is more of a junker survival game. You are struggling with the steering a lot.
At least that is my take after what 7-8 hours of playing.
I am absolutely loving the game but I dont care about "driving" its more about survival crafting for me.
I think I'll get this game. I like mindlessly drooling while collecting resources.
