Performance
Hello,

I've been looking forward to this game but it seems I hit a brick wall with some performance issues, the performance of the game and the settings seem to not be working as intended, I'm currently running the game at 30FPS with all the settings on in Medium level without DLSS, my system specs are as follow:

CPU: Ryzen 7 7800X3D
RAM: G.Skill Trident Z5 Neo 64GB
OS Drive: Samsung 970 Evo Plus 2TB
Game Drive: Samsung 980 Pro 2TB
GPU: RTX 3090
OS: Windows 11 22H2

I hope I can get some assistance.

On my i9 12900K 3080Ti it's running at around 85fps most of the time at 4k default Ultra settings and DLSS set to auto with no stuttering so it must be an issue with your settings somewhere. If your're stuck at 30fps maybe check your Nvidia settings aren't set to limit fps.

Yeah I've seen videos of other people playing like it's nothing that's what I'm wondering, as for my Nvidia settings, stuff is vanilla for the global settings, I only modify them per application so no FPS cap there, it is behaving really odd, going from ultra 2k to low 720p only improves FPS's marginally, Ultra 2k runs at 12 to 19 FPS and 720p low settings and all toggles off go up to 34-40 fps, I did test other games and every game is running as usual, I will try uninstalling and re installing to see if that helps.

It's not you or your machine, it's the game. Look at my comment below yours... I am seeing the same weird performance behaviors.
Could it be related to Ryzen CPU's? poor optimization for that platform maybe :/

7700k @5ghz, 32gb 3733 Cl16, 2080 Ti.

1080p, High settings, no DLSS gets me 70-80fps when out and about, around 50-60 in the garage.

Ultra keeps things closer to 60-70 out on a drive, 40-50 in the garage.

So not really an AMD CPU issue, my PC is pretty up to date tbh, could it be W11? I know a lot of smart people have not "upgraded" to W11, I would be one of them but unfortunately due to my job I had to be an early adopter :/

only problem is devs are idiots, using dx12.
on dx11 is no performance issue in any game.

Interesting. But I notice the performance amplitudes with your case as well: From 80 fps highest to as low as 40 fps. Huge variability, 50%-200%.
As far as i can tell, the amount of light sources (and possibly the shadows they produce) have an extreme effect on FPS.

When i charge the car in the garage and the lights go out, my FPS nearly doubles.

So far, the only option that gives a substantial performance boost is Shadows, maybe shaders too, small fps boost.

I'm running it at 4k ultra DLS Quality on a 5950 and rtx 3080 with 32GB And I don't "feel" bad peformance. I say feel because I never run an fps counter in games as it just distracts from the experience when constantly obsessing over these numbers you are seeing. If it feels alright its good enough in my book.

drop shadows
pretty sure shadows and lods is what kills fps, since shadows arent tied to resolution and always kill your fps no matter the settings

I tell you my experience, it can help you :

I had problems with my RTX3080, BAd perf, fan at 100%
High temperature, hot spot at 105°C
I replace thermal past and some thermal pads yesterday
It went from 89°C to 60°C in game

-I also undervolted the RTX = Less temp, less consumption, better perf, less noise (fan at 55% before was 100%)
-Fresh install of drivers, only drivers, using DDU and NVCleanstall v1.16.0

I'm playing at 65 to 85 FPS, 1080P , TXAA
No v-synch, FPS cap at 90 (nvidia control panel or Nvidia inspector)
Max setting, except Saadow and shader at medium, I dit not touch for mirror etc...

32Gb

If the GPU's of the one's that are able to play the game better than I are getting really hot, then at least that tells me half of my problem, I have configured one of the LED's on my 3090 to change color based on temps and my GPU remains blue whenever I open the game which means the GPU is below 40ºC, Nvidia is showing me that around 95% to 97% of my GPU is being utilized but the temps don't reflect that, it might be possible that the software is dumb enough to grab my integrated graphics instead of my discrete graphics

Yeah, that was my issue, for some reason the game decided it wanted to play with my integrated graphics, which will be annoying since I use them for media consumption (3090 eats electricity as it was a fridge) but yeah since I disabled my integrated graphics the game now decided to use my GPU and now it runs better, Nvidia decided not to show me my FPS but it is definetly 6'+ at ultra settings and my temps confirm that, from below 40ºc up to 82ºc geez, same as Cyberpunk 2077 and Alan Wake 2 at ultra settings with path tracing but ok
