Random anchor appears?

This has happened to me on two occasions so far, I don't remember the details of the first time, but the second time when walking near some tourists an anchor suddenly dropped despite not grabbing any of the anchors off the map so far.

Has this happened to anyone else?

Had two of them in a run. They give a ton of Engery. That run was just a single zone one to unlock that zone as waypoint, basically lowest possible energy. Yet those two random spawning one gave enough to max you my cars storage. Pic them up when you see them.
They do spawni with a sizeable bright electric looking flash.

Yeah, tourists sometimes randomly throw you stuff. Never had them throw an anchor at me though.

Not only are tourists sometimes nice, but also, be on the look out for spontaneous dumpsters, they're nicer than normal ones.

Is that why I randomly was gifted 4 spare tires twice and a stack of medkits when I get teleported to the top of one of the zone stabilizers
