I have the same rig (my CPU is i5-9600K 3.70GHz) and it runs perfectly. I have everything on high except shaders and shadows — those are on medium. My first advise — try switching from fullscreen to borderless or to windows. This parameter seems bugged and can give you a great FPS boost.
18 FPS is about 30-60 minutes later in the gameplay... The opening scene, just the first time in the car, gives me about 24-28 FPS in default settings and about 40-45 FPS after reducing them as stated in OP. In later locations it drops... 18 if using default settings.
