Very low FPS. Tragic game optimization. 18 FPS!!!
Game performs tragically bad. Only 18 FPS at full screen 1920x1080, 100% scale at medium settings. GTX1650. i5 16GB RAM.

To have 30 FPS I had to lower the scale to 70% and set almost everything to low or medium and mirrors to off.

Is this your first time launching the game? Or does it show 18 fps after the update? How far have you come (are you already in the Zone)?

I have the same rig (my CPU is i5-9600K 3.70GHz) and it runs perfectly. I have everything on high except shaders and shadows — those are on medium. My first advise — try switching from fullscreen to borderless or to windows. This parameter seems bugged and can give you a great FPS boost.

Thanks, I will try. Using fullscreen. Using two laptops - one is i7 gtx980m and the second is as stated in OP. This older laptop is performing little bit better- but as expected.
18 FPS is about 30-60 minutes later in the gameplay... The opening scene, just the first time in the car, gives me about 24-28 FPS in default settings and about 40-45 FPS after reducing them as stated in OP. In later locations it drops... 18 if using default settings.

Yep. Borderless windowed mode is better and gives approx. +10-15 fps. But still game is way too much demanding vs the graphics quality.
I don't think you can achieve more with a 1650. I have a 1660S which is curve tuned in Afterburner and running at over 2 GHz and I still can't achieve 30fps in 1080p Medium (yes borderless window too). There is nothing you can do on a 1650.
