How does "Planning a Drive" actually work?
I pull up the route planner. I click and hold on a node, and a route is shown to that node. I can't undo my selection if I wanted to change my mind for any reason, but alright, I'll roll with it. I pull the car out and head down the road, at which point I'm presented with basically the route planner all over again, except now I can only select an adjacent node.

So my next thought is, alright, that must mean that the purpose of the route planner machine and the scanner charges is to mark the location I'll teleport to after going through the gate in the first level. But... I'm always just taken back to the garage. So... the route planner machine and the scanner charges are entirely pointless, I guess?? And how in the HELL do I actually get anywhere that's more than one node away from the garage?!

The planner scan the node, so you can have detailed information of it, such as what kind of anomaly it has.
Using the route planner is selecting the final destination of your trip, when you leave the garage and are presented with the map again you're selecting the next node you're traveling through. They let you do this because as you unlock more nodes you'll probably have more than one path you can take to your destination. once you're in the node look at your in car map and you'll see one of the exit paths lit up, you travel there to get to the next node

why cant I rescan nodes I've already been to / scanned they're on the route planner and when I hover over them it doesn't say what is in the location but I also cant scan it to find out either

That route planner in the garage? Its literally just a scanner, it has no bearing on what route you end up choosing to take.
With that said, it scans every possible section on your route with one scan if you hit the end of it, so it helps you 'plan' your route in that way.
They talk around it in the story, I think its just poor naming on the development side.

Oh, thats because if you hover over it, you can't 'exit' there, if you can't leave on a node (no stable exits!) then you're not allowed to scan it. Scan a node farther down and it'l scan that node as well.

not sure why the devs decided its gotta be that complicated just to scan a node but at least now I know
bruh, not gonna lie, it's kinda obvious.
From a position of hindsight, perhaps. It is far from intuitive out of the gate. Also, congrats on the year-old necro.
