It's not based off you repairing, its just time spent while out on a run with it. All items experience overtime wear that eventually gives them one of those status effects, for plating n doors its usually fragile but certain other things get unique ones. Like batteries get "swollen" and can randomly shock the car, A lot of power generators or certain ability-parts get "unreliable" which reduces their effects and soonsoforth. Only determining factors if something gets this is mainly time, I've had something never take any damage and still get the effects.
Also you can always repair the part, its just the unique effect will reduce the effectiveness of it, for wheels this is an immediate repair as they can get bald which lets them start high-rolling for the blown out which also can't be fixed, and a blown out or bald wheel should be replaced ASAP, other stuff isn't as mandatory but still nice to replace as you don't want to risk anything usually. Anything that gets fragile isn't that bad either, so the platings and doors, since all it seems to do is just make that part take more damage but if its an armored or olympium part they still are quite durable so you don't have to worry unless you're playing crazy taxi in the game.
