Can you remove tyres from broken down vehicles?

No you can't take the tires, they can only be broken down by using the scrapper.

I was wondering the same playing the demo. I found a car with good quality crude doors and then steel hood.

Can you pick up those items with some tools land replace those items on your car?

Or is it only for scrapping?
