But if you turn off the storms (either the time based ones, or the ones triggered by opening a gateway), then no storm appears at all. The yellow storm closes in first and the red follows behind it normally. But if you have them off, then you can take as long as you want.
If you stick around awhile, the "yellow" storm appears. It is basically a zone wide "hot dust" radiation anomaly, causing light radiation damage to your car. It slowly engulfs the map, taking 5 - 10 minutes to cover the entire thing. And then another few minutes to destroy your car, depending on your rad resist. A full lead lined car can basically swim in the stuff for ages.
If you activate a warp point, the yellow zone appears immediately, and is MUCH faster. It will cover the entire zone in about 30 seconds. In the early game, this pushes you to race to the exit. But again, the damage is pretty minor.
If you stick around in the "fast" yellow zone, a "red" zone starts appearing as well. This is a much stronger radiation storm, and will melt your car in about 60 seconds. Which sounds like a lot of time, but your tires are going to pop, windshield crack, and engine malfunction after a few seconds of exposure. Crawling to the exit on rims is not a fun time, but is survivable if you are close to the exit. And you can expect a hefty repair bill and a half dozen quirks if you get back.
Now, does a "red" zone appear with the "slow" yellow storm? I don't know. You would already be dead by the time it reached you anyway.
There's actually some secret events that happen during the storm after at least 50% of the map is covered in the light storm, so it's worth your while to stick around if you can. There's some very nice rewards.
Presumably, radiation protection and the ion shield should protect against most of the red storm as well, as I'm pretty sure the primary damage causer is maxxed out radiation...
...but there's other things in the storm as well.
