this game I can run everything on ultra except shadows on medium at 60fps with DLSS quality (tho idk if DLSS even does anything rn)
I can also play other games like DL2 on max settings (without RT) at 60 FPS - even after the huge graphics update it just got.
I played a lot of baldurs gate 3 as well on max settings with reshade.
I have also played many other demanding games with an rtx 2060 through the years with little to no problem. I hate frame drops and cant tolerate playing at lower than 60 on PC so I fine tune just about everything to play perfectly while looking good. I also can counteract blur from DLSS often more than not with personal reshades Ive made that erase the blur with lightweight post processing, and touch up the visuals while Im at it.
generally imo If someone is looking for a budget card that can still play games reliably a rtx 2060 or something higher in the 20 series is more than playable from my experience.
atleast if you are willing to take a few minutes to work out any kinks a heavy game might throw your way.
What is your CPU? I have an RTX 3080 and i never drop below 70 at 1440p on Ultra in garage. With DLSS on Ultra Quality it goes up to 81FPS. Granted I have yet to get that equipment you have on your car. So that maybe why.
The 3060 can do 4K at 60FPS as well depending on settings and DLSS.

its just shadows, turn them to medium and you will literally double your framerate. doesnt matter what setup you have the game is just badly optimized shadows wise. I play eveything ultra and shadows at medium and get a stable 60 with an rtx 2060
i change everything to low and set shadows to high? less than 30 fps.
Shadows in all games are pointless to have anything higher than Medium. I never adjusted for this game though due to stable performance. I also play with V-Sync on but those are the numbers I get when I turn it off.
Anyway. Just tried with shadows to medium. I did gain 50+ FPS, but again it doesnt matter since I basically cap game at 60 with V-Sync.

What difference does it make what processor I have, i9 10900kf, the load on the video card is almost full. Your 3080 will not be able to maintain 70 fps anywhere in the garage, exactly where I am standing, on ultra settings. DLSS maximum quality does not work in this game, let it be known, quality is the limit of what can be set, everything else is reset. Take a screenshot where you are standing in the same place where I am, you have more than 70 fps there, well, completely ultra graphics settings, with all the reflection sliders shifted to the right. And yes, the amount of FPS also depends on the weather outside the garage, as well as on the parts that are installed on your car and on what you have in the drawers, general upgrades in the garage also affect FPS, at the beginning of the game I had 80 frames, now it ranges from 65 to 80
3060 Ti will not be able to produce 60 fps in the garage on ultra settings, in 4k under any conditions and dlss settings, this card is 2 times weaker than mine, while I would get 35 fps on my screenshot in 4k resolution, at the same point, with dlss on ultra performance I would have had around 55 frames, and this person with a 3060 ti would have had 27 frames in this place

This is all on Ultra. Mirror settings maxed, but have no difference in garage. Due to it being stagnant image. When adjusting these settings it made no difference out of the car.

those videos are notoriously bad at giving real stats to people who compromise and actually test the game settings. absolutely noone even with a god PC should be running ultra shadows. the game is unoptimized shadows wise.
if you want I can show you my rig and record 60fps gameplay and show you my settings? would that change your mind? why would I lie about this lmao it gains nothing to lie.
Power consumption only proves that I am in fact on Ultra settings with all with almost 370W used. If I decrease my settings, the power draw drops. Hence is why I am almost at peak consumption.
Also, you SS looks terrible and very compressed. Not sure why you are using imgur when Steam has its own built in SS.
I also stated already I do not have the same equipment on my car so that may also be the reason. You seem to be very argumentative with this. We all know the game has its quirks and a patch should be coming soon.
