How do I activate the DLC items?

I read its in the garage but I cant find them anywhere?

You have to fabricate the Detailing station, then you can use it. You get access to the fabricator after getting the antenna.

The paint is in the paint cabinet. I strongly recommend upgrading to steel panels and doors before you paint because it's going to look crappy on the crude parts.
