Can you post your full configuration for your settings? I've got most everything tuned to medium and low and I can barely get more than 20 FPS even without TDP limiting. Also, are you using stock or cryoutilities? And, stable, beta, or preview for your OS build?
There are always people telling you game X runs fine, locked 40 on the Steam Deck. Reality is, Pacific Drive is poorly or not optimized at all and you can lower all settings to the minimum and even rendering resolution to 50 % (so it's a blurry 400p resolution) and you won't get 40 fps out on the Deck. Not on average and not locked obviously.
From my testing, game works great on all ultra for desktop linux, on deck if you lower the res, use FSR and lower the graphics to medium/low it works fine, controls are nowhere near as fluid as on desktop though.
Performance was more than acceptable IMO for the slice of gameplay I got through - basically new game start through most of the garage tutorial. I don't know the exact number, but it was above 30 for sure. Will bet late game might have some issues (assuming more effects then)... but this is Release day + 1 and I'm sure there's more room for optimization that the devs will get to - maybe they add FSR for example.
I do know that my admittedly short experience would not have prompted me to return it, even if my deck were the only machine to play on. YMMV but I'm pleasantly surprised.
