Note, I haven't tried this however I do use the global max frame rate setting for those games that like to cook GPUs and it works well.
It doesn't.
4090 here. The game runs at 35c at 30% fan speed. That's below this gpus idle temps @ 0% fan.
It doesn't pause the game. Pressing ESC only shows a new layer on screen with menus or inventory.
Demo has a build in "hack menu", where you can enable:
- no death,
- no player damage,
- (surprice surprice) allow pause in menus :D
All of these options will disable achievements.

when i hit start on the controller it 100% pauses the game in the current demo. i tested this with vehicle velocity and even jumping.
if there's a bug with keyboard controls that's something distinct from lacking pause.
And no pause thats just as bad...
Nvidia GPU driver has FPS limiter that can be set per process or for all games.
I use Nvidia GPU driver FPS cap all the time but for foreground process (normal gaming).
It works very well and most games support it. Very few games ignored FPS cap.
Not sure how the background FPS cap is working though, but the option is there in NV Control Panel.
I suggest to use MSI Afterburner and setup Thermal Limit to some reasonable value.
In case GPU get too hot it will start throttling down GPU to meet desired temperature.
This way your GPU won't work like crypto miner and break eventually.

My 4070Ti is runs it at 95-100% and maxes out clock and memory speeds and hits 68-70c
I think what they mean is the game keeps running, all the graphics processing continues even when you pause. I just tested to make sure, when I go into pause menu my GPU usage only goes down by 5%, doesn't matter if I use controller or keyboard to pause.
