Frequency File #9?

I've been focusing on hitting up all the zone receivers I can find and have finished Frequency File #8, but after doing so all the receivers I check only have a blank tape inside.

I've been storing the tapes in the F.A.X. machine (more like FACTS machine), and noticed that for chapter 8 I have tapes 1, 3, 3, 4. (two copies of tape 3?) and the empty ones vanish when I deposit them.

I'm in the same boat. I figured I'd finish the game and see if 9 and 10 showed up and I still see no zone receivers on the map. Does anyone happen to know what might be going on? Is this a bug?

Have you tried choosing a 1- to 2-Junction Outer Zone route and refreshing until you get a Zone Receiver? I can't guarantee it'll do the trick, but it seems to work for me.

I actually ended up doing that, I'm back on track to getting File #9.

I suspect the game gives a higher chance of receivers appearing the more files there are to actually find, i had to reroll a couple of times before one appeared again.

Glad it worked! Now I just need to grind out the rest of the docs... 🙄 Now that's a pain in the ass, especially the (secret?) moving company ones that can seemingly only be found in S&F trucks.
