Basically. I think they're items that the Friendly Dumpster thinks you "lost" on a run, although I'm not sure. As far as I can tell, they're identical to normal tools in every other way.
First it will try to detect things you might "need" and supply them for free, extra tools or car parts for replacement for example. I once got rid of all my wheels, panels and doors, full scrapped, because I was tired of a piece getting worn out every run and wanted to recraft them. Quickly touched the dumpster before going to craft everything and it supplied in 1 go all but 1 door and 1 plate.
And second it just gives you random items from an item pool as you keep interacting with it, often the 2nd/3rd time you touch it, it'll give repair putty or canned foods as well.
