As long as you're in outer zone, you can't put anything on the roof. You have to have progressed to mid-zone and get your hands on Unstable energy to unlock items that can be mounted on the roof.
Lightning rod goes only to the side rack. And in outer zone, i haven't found use for it.
Side racks are better used for side sorage and wind + hydro turbines to generate battery power. At least in early game.
ARC device will show you anchorn points in the junction, unless there is specific condition in the junction that makes anchorns to "jump around" the map. In this case, you need handheld anchorn radar to pinpoint anchorns positions. Anchorn radar works like sonar and is rarely needed in early game (outer zone).
Yes it is handheld device, allowing you to detect nearby anchors. You're wrong regarding second part - it's usable on all maps, even those without gateways.
It may be also useful when you take an anchor and then when you run away from wild ♥♥♥♥ happening you drop it (it may get swept away by wind or some stealing anomalies) and can't see or hear where it is now
