I think there's at least something to this idea. My car is very well tended to, gives me appreciative animations nearly every time I get in the car, and generally doesn't develop quirks unless undergoing substantial damage multiple times in succession when I can't patch in between.
Many times, I'll return to the garage after some rough bits during runs and check for quirks and find none. Whereas, earlier on in the game when I wasn't able to tend to the car as well as frequently, quirks would rack up consistently. Even if I was trying to tend to the car as best as possible.
Regardless of how much truth there is in it, it's neat to consider.
