Shaggy scrambler missing?

I have 30 hrs in the game, I've reached all areas and mapped everything but I've never encountered a Shaggy Scrambler. I googled it and I know how it's supposed to look, but it just never shows up in my playthrough. Am I doing something wrong?
Also, is it just me or there's not enough swamp coral in the game? I've been to the mires many times and encountered the coral only twice.
