also, in my knowledge ripping off anchors only unleashes the anomalies "plugged" by that anchor so when you rip it off they will start emerging and thats it, not affecting the time limit. anyway, i really recommend that you rush your missions into the mid zone so you can start getting marsh eggs for crafting blowtorches, blowtorches are more cost effective than putties so you can relax a bit when your car takes damage.
storms will start to become an opportunity instead of a threat when you start equipping yourself with lead lined parts and upgrading your radiation resistance. storms spawn pods which contains massive loot consisting of blowtorches, putties, end game tools, medkits,
Anchors do not cause the storm to arrive nor do they affect the Perpetual Stability condition, there's proper debate on if it maybe hastens it's arrival but I don't think anyone has proof of that and I lean towards the "no" category.
If you were really getting the time limit storm in a Perpetual Stability junction, which reminder is only on rare cases or story mission locations, then report it as a bug. You can click the report bug while ingame at the bottom.. left? of the screen and it'll bring you to this site :

at the bottom is where you fill out the bug report. I'd personally consider this a Major but I imagine some might consider it game breaking since it could interrupt the story missions. First confirm your sightings to be true though, especially after the recent patch. This would be the first time I ever heard anyone have a storm thrown at them naturally in perpetual, only other case I can think of is if you did the stabilizer mission without thinking as stabilizers force a gateway event to happen regardless of your LIM energy.
