it had nothing to do with missing items, I had MORE than enough items. This is actually a bug, probably related to tutorial state / quest system. Going off memory but I believe It's fairly easy to reproduce this bug
In a new game, as soon as you get to the garage and obtain the prybar, tear down the
one of the doors (I believe I used the front passenger door but I dont think it matters) on the busted car behind the garage with the pryabr - from there you should be in a state where it's impossible to progress the game. You will still be able to get plenty of resources and use the sawblade / grinder on everything else too, hit that dumpster bone dry it wont matter.
While you can still pin the recipe and gather all necessary materials (there's actually more than enough), the workbench will not let you craft anything, the craft button will be missing and the hotkey (C) will not work.
EDIT: sorry for rambling, shortened my post to just the important bits.
