when and how. is it when you are driving, at the garage when you arent driving? etc.
my only guess is its a car quirk. of which is typically. Doing X makes X happen
what are you doing when the wheels turn right? speeding up? turning headlights on/off etc etc.
you ether have an defective tire or your car has an quirk (can be fixed with the machine next to the battery loading switch in your workshop)
if you follow the advice to change the front wheel out for a spare instead of repairing it, you can wind up with an entire side of the vehicle clad in spare tires.
this radically affects the handling characteristics of your car. causing things like pulling hard in one direction or another, depending on which side of the car you've got these awful things on.
there aren't really enough details given by the OP to make a determination, but this is one possible cause.
Quirk: Check the quirk fixing station and Press E to view the Fixes screen. Even if you don't have any fixes available you will see any quirks on your car as "Undiagnosed" so if you see anything that says Undiagnosed I'd start testing your car for potential sources. Also if you check your drive report it'll also tell you if you have a quirk via "Quirk Acivated" statistic
