The difference is that in Pacific Drive you are often (not all the time) on a timer. In Subnautica you can do everything at your own pace.
However, things to note... No base building, and not pure open world. Imagine Subnautica if you chose the place you were going to. So like, your goal is to get to a certain Blood Kelp zone, but to get there you need to go through a Kelp Forest, Sparse Reef, and a Mushroom Forest. You pick the route to get to a certain destination (makes sense because you're on roads).
This is more rogue-lite in the sense of being run-based, however you can tweak basically every aspect of the game's difficulty and punishment to be easier, harder, or more similar to another game like Subnautica.
Progression-wise it's similar. Build upgrades to deal with certain threats, upgrade vehicles, push deeper into the game. By virtue of not having base building or full open world, Pacific Drive is a shorter game, but the story, atmosphere, world, and experience are incredible. Just because it's not open world doesn't mean a given junction you visit isn't completely different every time you go there.
As you can see, I'm a huge Subnautica fan. I'm also a huge Pacific Drive fan. They're not insanely similar, but that creepy atmosphere vibe from certain biomes in both Subnautica games is basically permanent in Pacific Drive. Instead of worrying about oxygen, it's gas and/or battery. And damn if some of the anomolies in this are flat out disturbing. Hahaha
I highly recommend Pacific Drive. It needs some graphic/performance fixes from the Devs soon, but it just gives a creepypasta Xfiles vibe that you don't get very often.
Sorry for the wall of text. I adore all three games (BZ), and while they're not super similar, I wanted to help sell you on the similarities so that you'd give this beast of a game a shot. <3
