When you open the game you will see on the lower left side report a bug. Click on it.

Vacuum your garage. look into the vacuum. If not there, look into the friendly dumpster which should be creating it if missing from the game. You need to have the last update loaded in your PC for this to work. There is note on this in the last update comment.

Had the same issue, with latest update installed. Tried multiple times to vacuum+dumpster. Even tried to reload a previous 2-hour old backup save (never use a single save slot) to see if redoing the mission would fix this. Nothing worked, the thing is nowhere to be found.
