Think of it as rocket jumping in an FPS: if done right, you sacrifice some health for potential mobility. It's up to you whether or not that decision is worth keeping a slot on your car occupied with that potential; I have never needed it in my entire time playing the game, but different strokes for different folks, as they say.
Worth noting: as you get more and more durable parts and have to escape from more bad hazards, the appeal of a quick boost at the cost of health will probably be more apparent.
