If it is a bobble head? Put it in the detailing station and then use that to install it.

You can either hold it in your hand and directly deposit it into the Detailing Station (that big, blue refrigerator-looking thing on the wall by the paint rack) or open the DS's inventory and transfer it from your backpack into there. Then, you just go to the DS's interface and equip it like normal.

Steering Wheels, Bobble Heads, Stickers, Shifters, Mirror Decor: Put items in the detailing station. Open the detailing station menu and navigate the menus to equip the items

Paint, Decals: equip in your hands and while looking at a body panel hold the action button. Any left over can be stored on the paint shelf

The detailing station is an unlock later on. They give you a bobblehead and list it as an objective prior to you unlocking the detail station. I too have been trying to install this thing for 20minutes before realizing they gave us an impossible task.
