Makes sense. You are disabling core mechanics. Wouldn't really make sense to get the same achievements as someone who got it playing through the normally.
The point of accessibility is to let people play a game, when did it ever have to do with achievements?
Disabling achievements is just a form of dissuasion for people who may use them because something's gotten far too tough instead of trying to prevail past it. Though, it's still a bit strange of a decision to make for a strictly singleplayer game, especially in these years. Still, you can literally give yourself achievements with Steam Achievement Manager, convoluted as it'd be to do every single time.

How, pray tell, are you impacted by players getting achievements just because they have a certain setting enabled; regardless of its impact on their session? In a singleplayer game, many of whom you'd never even know about to begin with?
