Is it possible that you never caught critters before, and that the game therefore still only gives you the "easy" critters to hunt? I don't even know if the game works this way, it's just one of the very few potential explanations I can come up with.
There are at least three types of flying critters that should be around:
a) "bumblebee" critters. These fly slowly in a square pattern. They stop (and hover on the spot) if you release your net near them, which makes them very easy to catch.
b) "zig-zag" flyers that move fast in an erratic pattern, and fly away from you quickly. But when you approach the location they fled to, they take longer to move away, and you can catch them in that timeframe. I believe that these weren't in my game from the start, they took a while to appear.
c) "mosquito" critters. These fly straight toward you when they notice you, and cannot be caught when they buzz around you. You have to run away for a bit and then catch them when they to follow you. These appeared even later than the previous group, if I remember correctly.
d) If you own the DLC, the butterflies that it puts into the game will count as flying critters too, and they are always around wherever you have placed plants. But I guess if you had the DLC, you wouldn't be asking that question.
If none of these are currently on your island, then the only thing that I can recommend to you, is to keep catching critters until flying ones spawn. They respawn very fast and there is no limit to the spawns per day.
