The grog mug, if I remember correctly, is for Captain Billweather Snout. He likes to drink.
In my game, all those "important to someone" items got eventually handed out, but (as you probably know) you can only do so when the recipient requests it as part of a story quest.
There seems to be a known bug where players had too many instances of a given quest item and where the surplus ones did not get deleted. If you have already finished the questlines of Ted and Billweather, but still have quest items for them, then you're probably experiencing this bug.
Unfortunately I don't think you can do anything about it at the moment - you can't give the items away since they won't get requested again, and you can't sell or destroy them either (I also think you can't even drop them, not sure though, I no longer have any to test). Which means that they permanently block space in your storage. Thankfully, space is very easy to come by once you got your economy running - you'll eventually have way more coins than you need, and you can buy enough storage chests to make the loss of two slots negligible.
Yes, a while back there were a few quests that were bugged, which resulted in extras of quest items. As you cannot get rid of quest items, they end up clogging your inventory forever. I happen to have once such Grog Mug... plus a few Revolution posters... and they will be with me forever.
