Steam Deck resolution

Why can't I change the window mode to windoewed, and even using alt+enter, it still shows fullscreen.

There are only 2 resolution options, 720p and 1080p, and I can't change it unless I go into desktop mode, change this ♥♥♥♥ to windowed, and it automatically jumps to 1080, but it doesn't let me change back.

How the ♥♥♥♥ is this game platinum on steamdb is beyond me, it looks blurry as ♥♥♥♥, and you can't change res to make it look less blurry
