It is Mount & Blade with ships. Ugly, rough edges, horrendous UI, but fun open gameplay, with a lot of content variety (i.e. ships, weapons, missions, activities) & attention to detail missing in other games of the genre (e.g. npc crew and captains, capture and command other ships as subordinates, on foot exploration etc)

at least on m&b you get to capture towns and have real strategy.

So instead of making an entirely new game, this is based of an updated version of the same engine, using visuals and a UI that looks pretty much the same. Thanks, but if these people have spent around 20 years trying to make a silk purse out of a sow's ear, I'm not going to expect much. Every 'Sea Dogs' game to date has been a broken mess, which can't even be solved by some excellent mods and modders, mainly because the core game is always garbage. Sorry, but it has to be said :(

It's only true for modded "games" based on third game in series, I played orignal Sea dogs (2000) and Pirates of the Caribbean (2003) on release and they worked flawlessly. Pirates of the Caribbean (2003) could be slightly modded for adding widescreen and fixing UI which is working strange in modern OS and that's it, you have best game in series which even looks better than modern modifications.

I only ever payed Sea Dogs 2, also called Pirates Of The Caribbean in other parts of the world with the New Horizon Mod made by the Pirates Ahoy that fixed all the bugs in the game https://www.piratesahoy.net/
