there are tiles with 1 edge of water on them, it forms a tiny lake if connected to another identical tile, or forms the end of a river if connected to one.
Those are always at least 2 Edges. :)
This is a two edge tile, with the edges next to each other and one or both edges attached to land.
The part I do not fully understand is why water tiles with consecutive water edges (i.e. "lake tiles" or "shore tiles") have no placement restrictions, but tiles with disconnected water edges (i.e. "river tiles") do have placement restrictions (each water edge needs to be connected to another water edge). Seems to me they should have the same lack of restrictions, so I would be curious why the discrepancy.
Well, in the beginning there was only rivers and 'full' water tiles. And having each of them connect only to other water-related tiles would have looked odd, wouldn't it?
So we made them 'special' by letting them connect and adapt to land edges, as well. Rivers were intended as a more difficult tile alongside rail, but with the added bonus of being able to end in these joker-esque tiles.
Over the course of Early Access, especially post-Creative-Update, we got a lot of requests for more shapes of water tiles, which led us to introducing the 2-, 3-, 4-, and 5-edge variants.
They work as open/standing water aesthetics-wise, so not requiring them to connect to other water-edges made sense (and kept in line with the original tile) while flowing water, as rivers usually are, typically end up in some sort of lake, ocean or other body of water.
Ah ok, I guess that leaves open the question on if the system is going to get a consistency rework or not. It works well enough right now as long as you understand the inconsistencies, but it does take a little bit of effort to get there. Might be worth putting on the "would be nice to. . . " pile?
Purely on the aesthetic side, I do find it a bit odd/annoying that water does not play nice with any other land tile other than plains. It would be nice if it could join to other tiles without losing bonuses, but that might have some pretty big balance impacts. Really I just want to make forest lakes and seaside towns without having to give up too much in the way of bonuses, but fixing that in a fair and balance manner might be a bit complicated.
